EO: The court has received and reviewed Petitioner's petition for writ of habeas corpus, Dkt. No. 1, and motion for temporary restraining order, Dkt. No. 2 . Pending the court's decision on the petition, and unless and until the court orders otherwise, the court ORDERS that Respondents shall not transfer Petitioner out of this District. See F.T.C. v. Dean Foods Co., 384 U.S. 597, 604 (1966) (noting court's "express authority under the All Writs Act to issue such temporary injunctions as may be necessary to protect its own jurisdiction"). The issues raised in the petition appear to mirror those previously addressed by this court. See, e.g., Anderson v. Chernut, No. 26-cv-01960, 2026 WL 809990 (E.D. Cal. March 24, 2026); M.Z. v. Wofford, No. 26-cv-06461, 2026 WL 2606891 (E.D. Cal. Sept. 2, 2026). Given the substantial percolation of these issues, the court intends to rule directly on the petition. See 28 U.S.C. § 2243 ("The court shall summarily hear and determine the facts, and dispose of [a petitioner's habeas petition] as law and justice require."). On or before November 5, 2026, Respondents are ORDERED TO SHOW CAUSE as to whether there are any factual or legal issues in this case that render it distinguishable from prior cases such as the ones listed above and justify denying the petition, or indicate this matter is not substantively distinguishable. Petitioner may file a reply on or before November 9, 2026. This matter is not set for a hearing though the court may set one should it later be determined that a hearing is necessary. In addition, the Court has received and reviewed Petitioner's motion to proceed via pseudonym, Dkt. No. 3 . Having considered the severity of the threatened harm, the reasonableness of Petitioner's fear of that harm, Petitioner's (and his children's) vulnerability to retaliation, prejudice to the opposing party, and the public interest, the court finds that anonymity is warranted, at least at this stage of the proceedings. See Does I thru XXIII v. Advanced Textile Corp., 214 F.3d 1058, 1067-68 (9th Cir. 2000). Respondents may express, and the court will consider, any opposition to the motion in its response to this order.IT IS SO ORDERED. (JUDGE MICAH W. J. SMITH) (ab) (Entered: 11/03/2026)
