ORDER TO SHOW CAUSE directing Respondents to show cause why the petition should not be granted, why the Court should not order Begashvili's release, and why Begashvili should not be provided a bond hearing. The responses should also identify where Begashvili is being held and articulate the basis for his, detention, whether he was previously released on parole, whether he was provided a predeprivation hearing, and the status of his immigration proceedings. Begashvili's counsel should immediately serve the petition on Respondents. The Clerk of Court must issue any properly completed summonses. The Clerk of Court must immediately transmit by email a copy of this Order and the petition to the U.S. Attorney for the Eastern District of Arkansas. Respondents must respond to the petition within 3 business days of the date of this Order. Begashvili may file a reply within 3 business days after the response is filed and Begashvili's custodian shall not remove him to another location while this matter is pending without first providing to this Court and Begashvili's counsel notice 3 business days in advance of any movement or removal of Begashvili.
