MEMORANDUM ORDER - This matter comes before the Court on Petitioner Diing Ajuoi Magot Chol's Emergency Motion for Temporary Restraining Order and Preliminary Injunction, (ECF No. 2 ), and Petition for Writ of Habeas Corpus Pursuant to 28 U.S.C. § 2241), (ECF No. 1 ).
