MEMORANDUM OPINION AND ORDER. Petitioner Ivan H.V.'s Petition for Writ of Habeas Corpus 1 is GRANTED in part. Respondents shall RELEASE Petitioner from custody as soon as practicable and no later than 48 hours from the filing of this Order.
