ORDER DIRECTING CERTAIN ACTIONS BY PETITIONER. Petitioner has filed a Petition for Writ of Habeas Corpus (ECF No. 1) wherein he argues, among other things, that Petitioner's bond hearing was unconstitutional and that this Court should order the Petitioner to be released. Petitioner makes this argument without providing to the Court a transcript of the bond hearing. In order to consider the fairness of said bond hearing, Petitioner is hereby ORDERED to file on the docket a transcript of the bond hearing by the immigration judge within fourteen (14) days of the date of this Order. Signed by Judge Mark R. Hornak on 10/2/26. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter. (bdb) (Entered: 10/02/2026)

ORDER. Counsel for Respondents shall file a notice of appearance within 3 days of this Order. Respondents are ORDERED to SHOW CAUSE by a filing on the docket of this Court within 14 days of the date of this Order demonstrating good cause as to why the Court should not grant Petitioner's Writ of Habeas Corpus and order his immediate release (ECF No. 1). Respondents are further ORDERED to specify the grounds on which local police arrested Petitioner and subsequently transferred him to U.S. Immigration and Customs Enforcement ("ICE") custody, and must specifically address the contention that local police may have arrested Petitioner because ICE offers bonuses to local police for arresting undocumented aliens, including whether such an arrangement exists with any of the non-federal law enforcement agencies involved with the arrest of Petitioner, and if so, all terms of such arrangements. (ECF No. 1, at 3). Petitioner may file a reply within (7) days of Respondents filing their Response to this Order along with any statement of position as to EAJA fees. The Court hereby notifies Petitioner that copies of this Order and the Petition were emailed by the Court to the United States Attorney's Office for the Western District of Pennsylvania this date. This email service is deemed sufficient to accomplish formal service of the Petition on Respondents. Signed by Judge Mark R. Hornak on 10/5/26. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter. (bdb) (Entered: 10/05/2026)

ORDER. Petitioner is hereby ORDERED to file a Reply to the Government's Response at ECF No. 13 within 7 days of the date of this Order. In it, Petitioner must address (1) the Government's contention that Petitioner "presents the Court with an incomplete and incorrect factual and legal framework in an effort to gain habeas relief." (ECF No. 13, at 1); (2) whether Petitioner has appealed or intends to appeal his immigration bond determination; (3) whether Petitioner has filed for asylum. (ECF No 12-1, at 8); (3) the Government's argument that Fourth Amendment claims in the immigration context are not reviewable by this Court. (See generally ECF No. 13, at 10); and (4) the Government's contention that the Petitioner's arrest was constitutional. Further, Petitioner is ORDERED to clarify whether Petitioner is seeking an order from this Court regarding Petitioner's access to medical supplies for his diabetes. Signed by Judge Mark R. Hornak on 10/21/26. Text-only entry; no PDF document will issue. This text-only entry constitutes the Order of the Court or Notice on the matter. (bdb) (Entered: 10/21/2026)
