ORDER Deferring Ruling on 1 Motion/Application for Leave to Proceed in forma pauperis; IT IS HEREBY ORDERED Respondents are ENJOINED from removing, or transferring, Petitioner outside of the District of Nevada pending further order of the Court. The Court DEFERS consideration of Petitioner's filing fee, or application to proceed in forma pauperis ("IFP Application"), until Petitioner has an informed opportunity to properly satisfy these requirements with the assistance of counsel. MINUTE ORDER IN CHAMBERS of the Honorable Judge Richard F. Boulware, II on 10/23/2026.On September 28, 2026, this Court enjoined Federal Respondents from transferring Petitioner out of the District of Nevada. See ECF No. 3 . Petitioner has represented that, despite this Court's instructions, he has been moved. See ECF No. 12 . As such, the Court finds that it must adopt expedited remedial measures to enforce its own orders. See Cahill v. Insider Inc., 131 F.4th 933, 938 (9th Cir. 2025) (reaffirming that district courts have "the inherent authority... to enforce [their own] orders by whatever means" necessary) (citation omitted).For the foregoing reasons, IT IS HEREBY ORDERED Respondents must SHOW CAUSE by 5:00 P.M.
