ORDER. IT IS HEREBY ORDERED that, on or before 11/2/2026, Respondents shall file a supplemental brief including relevant legal authority, and supporting evidence, on whether Petitioner's physical detention in the Allegheny County Jail constitutes federal custody for habeas purposes under the circumstances presented in this matter, including whether the transfer of Petitioner from the El Valle Detention Center in Raymondville, Texas to the Allegheny County Jail in Pittsburgh, Pennsylvania amounted to release from federal custody. IT IS FURTHER ORDERED that Respondents' supporting evidence shall include, at a minimum, relevant documents effectuating Petitioner's transfer from the El Valle Detention Center to the Allegheny County Jail. IT IS FURTHER ORDERED that, on or before 11/6/2026, Petitioner shall file a supplemental brief, including relevant legal authority, and supporting evidence, on the foregoing issue, including Petitioner's response to Respondents' arguments.
