ORDER: Petitioner is DIRECTED to immediately provide a copy of the Petition (Doc. No. 1 ) and this order to Respondent or to counsel for Respondent. Respondent SHALL file an answer, motion, or other response to the Petition in accordance with Rule 5 , Rules Gov'g § 2254 Cases, within three (3) days of the date of entry of this order. As to Petitioner's "In Petition Request for Interim Stay of Transfer and Removal," unless Petitioner can educate the Court as to where a st atute or the Federal Rules of Civil Procedure authorizes a district court to issue an interim stay of transfer and removal," the Court will not grant such relief absent a motion for a TRO or for a preliminary injunction that complies with all applicable rules of procedure.
