ORDER - IT IS HEREBY ORDERED Respondents are ENJOINED from removing, or transferring, Petitioner outside of the District of Nevada pending further order of the Court. IT IS HEREBY ORDERED that Petitioner's application to proceed in forma pauperis (ECF No. 1 ) is GRANTED. IT IS HEREBY ORDERED WARDEN JOHN MATTOS is JOINED to this case as a necessary party.
