However, there is no motion to proceed in forma pauperis reflected on the docket of this action. Accordingly, it is hereby ORDERED AND ADJUDGED that Petitioner's Motion for Referral to Volunteer Attorney Program, ECF No. 4, is DENIED WITHOUT PREJUDICE. Petitioner may filed an amended motion in the event he files a motion to proceed in forma pauperis or otherwise demonstrates that he cannot afford a lawyer.
