EO: On 9/10/2026, Petitioner filed a 1 Petition for Writ of Habeas Corpus ("Petition") and an 2 Ex Parte Application for Temporary Restraining Order ("TRO Motion"). Because there is no basis to file the TRO Motion ex parte and Petitioner provides no explanation as to why she did, the Court DIRECTS the Clerk's Office to remove the ex parte designation. Respondents shall file a combined Response to the Petition and TRO Motion by 9/16/2026. The Response shall address the allegations in the Petition and TRO Motion and shall include any documents relevant to the determination of the issues raised in the Petition. Petitioner may file an optional Reply by 9/23/2026. To preserve the Court's jurisdiction pending a ruling on the Petition and TRO Motion, Respondents shall not transfer Petitioner outside the District of Hawaii unless the Court orders otherwise.
