NOTICE OF DEFICIENT PLEADING: On September 10, 2026, Petitioner Dolores Mendoza Cerda filed a counseled petition for writ of habeas corpus under 28 U.S.C. § 2241. (Doc. 1 ). The petition is deficient for the reasons within. Mendoza Cerda must correct this deficiency on or before September 17, 2026. ORDER: Having reviewed Mendoza Cerda's petition and motion for temporary restraining order, the court DENIES the motion (doc. 4 ) to the extent that Mendoza Cerda seeks a temporary restraining order under Federal Rule of Civil Procedure 65(b). The court GRANTS IN PART Mendoza Cerda's motion for order to show cause and for production of evidence on an emergency basis (doc. 3 ). The court ORDERS Respondents Jordan Powell, Daniel Finn, Jr., Brian Acuna, David Venturella, Markwayne Mullin, and Todd Blanche to appear and show cause in writing on or before September 14, 2026, why the court should not grant Mendoza Cerda's petition. Along with their response, Respondents must include any records within their possession that reflect the statutory basis for Mendoza Cerdas detention. But the court RESERVES ruling on whether Respondents are required to produce Mendoza Cerda's entire A-file on an emergency basis. The court DIRECTS the Clerk of Court to serve a copy of this order on (1) Respondents, and (2) the United States Attorney for the Northern District of Alabama.
