ORDER GOVERNING PROCEDURES. IT IS ORDERED that the Petitioner must either pay the filing fee or submit an application to proceed in forma pauperis ("IFP Application"), by September 15, 2026. IT IS FURTHER ORDERED that the Fe deral Public Defender for the United States District of Nevada ("FPD") is APPOINTED to represent Petitioner. IT IS FURTHER ORDERED that the FPD must FILE a notice of appearance, or ADVISE the Court that it cannot represent Petitioner, by September 9, 2026. IT IS FURTHER ORDERED that Respondents shall not remove Petitioner from the United States District of Nevada, absent leave of Court. IT IS FURTHER ORDERED that on or before September 10, 2026, Respondents must SHOW CAUSE for Petitioner's detention. IT IS FURTHER ORDERED that on or before September 15, 2026, Petitioner must file a traverse which replies to Respondents' return; upon receipt of the traverse, the Court will consider this matter fully briefed a nd will rule on the original petition in due course. If Petitioner elects to file an amended petition, they will have up to, and including, September 21, 2026 to do so. IT IS FURTHER ORDERED that the Clerk of Court is kindly instructed to: 1. ATTACH a copy of the Court's standard IFP Application to this Order. 2. ADD the FPD to the docket as an "Attorney to be Noticed" using the following email address: ecf_nvchu@fd.org. The Clerk is further instru cted to SEND a copy of this Order to the FPD and CJA Coordinator for this division. 3. ADD the United States Attorney for the District of Nevada to the docket as an Interested Party.
