MINUTES (IN CHAMBERS) by Judge Mark C. Scarsi: ORDER RE: APPLICATION FOR A TEMPORARY RESTRAINING ORDER 2 . Petitioner Deylin Masiel Morazan Centeno (A No. 246-647-289), a self-represented litigant detained at the Adelanto Immigration and Customs Enforcement Processing Center, brings this action for a writ of habeas corpus. (Pet., ECF No. 1.) Petitioner filed an application for a temporary restraining order. (Appl., ECF No. 2.) This is Petitioner's third habeas proceeding in this district after Nos. 5:26-02023- KES and 5:26-cv-03533-MCS-KES. The application fails to comply with the rules governing Rule 65 motionpractice and is denied on that basis. The Court further denies the application for prudential reasons. Finally, the Court denies the application on its merits (SEE DOCUMENT FOR ALL SPECIFICS AS DISCUSSED HEREIN). The application for a temporary restraining order is denied.
