MEMORANDUM ORDER (Directing Petitioner to Submit Petition) - Upon consideration of Petitioner's Petition, the Court finds that the petition does not comply with Rule 2(c)(5) of the Rules Governing § 2254 Cases in U.S. District Courts. Accordingly, Petitioner is DIRECTED to submit, within eleven (11) days of the date of entry hereof, a petition complying with Rule 2 or a filing demonstrating as to why counsel should qualify as a "next friend." Petitioner's Amended Petition should also amend the case caption to reflect the proper respondents responsible for his present detention, as possible. Because Petitioner did not sign the Petition accompanying the Motion, and because Petitioner's counsel does not qualify as a next friend, the Court also DENIES the Motion for Temporary Restraining Order (ECF No. 2 ) at this time. Finally, Petitioner's counsel was previously directed by the District of Maryland to remit the filing fee no later than August 22, 2026. The fee does not yet appear to have been paid. Petitioner's counsel must remit payment to the Clerk's Office for the Eastern District of Virginia, Richmond Division or submit an application for leave to proceed in forma pauperis at the time that the amended petition is filed.
