ORDER ON EMERGENCY NOTICE (Dkt. No. 12 ). The Court DIRECTS the Clerk to convert the Notice into a Motion for a Temporary Restraining Order. If Respondent Scott or Interested Party United States of America intends to oppose the motion, they SHALL, in accordance with Local Civil Rule 65(b)(5), provide notice of their intent to do so within 24 hours of this Order.
