NOTICE OF JUDICIAL SCREENING AND ORDER: It is therefore ORDERED that (1) No motions for the appointment of counsel will be filed until the Court has completed its screening. (2) No amendments or supplements to the § 2241 petition will be permitted without prior approval from the Court. A complete proposed amended petition on the required form must be attached to any motion to amend the petition. (3) All discovery in this case is stayed until the Respondents are ordered to file an answer or until further notice by the Court. (4) Garcia-Arrieta must immediately notify the Court of any change of address and its effective date by filing a notice entitled "Notice to the Court of Change of Address."
