** TEXT ONLY ORDER ** Petitioner Ahmed Salem Abdelfattah Ghoneim, a citizen of Egypt, is currently detained in Immigrations and Customs Enforcement custody at the Douglas County Jail in Superior, Wisconsin. Petitioner alleges that he was arrested by non-party Itasca County Sheriff's Department on August 4, 2026, after having resided in the United States without legal status since at least January 2024. Petitioner contends that federal respondents have unlawfully detained him without giving him a bond hearing. The court addressed this issue in Paredes Padilla v. Galovich, No. 25-cv-863-jdp, 2025 WL 3251446, holding that noncitizens who have been residing in the country without legal status are entitled to bond hearings during the pendency of their removal proceedings under 8 U.S.C. § 1226(a). 2025 WL 3251446, at *6. The clerk of court is directed to issue summonses, and petitioner should promptly serve respondents with the petition and this order. Respondents' response to the petition will be due 14 days after petitioner files his certificate of service. Petitioner's reply will be due seven days after that.
