REPORT AND RECOMMENDATION issued by Magistrate Judge Karen E. Scott re (TERMED)Petition for Writ of Habeas Corpus (2241), 1 . IT IS THEREFORE RECOMMENDED that the District Court: 1. Approve and accept this R&R; 2 Grant Grounds 2, 3, and 4 of the Petition; 3. Dismiss Grounds 1 and 5 of the Petition as moot; 4. Dismiss Ground 6 as unripe; 5. Order Respondents to immediately release William Guadalupe Villa Cambron (A# 214-148-268) from custody; 6. Order that, within three (3) days of the date of the order accepting this R&R, Respondents shall file a Notice of Release confirming that Petitioner has been released from custody; and 7.
