PAPERLESS ORDER denying 6 Motion for Leave to Appear without prejudice; striking 7 Motion ; striking 8 Motion. Rene Buroz Morales, Esq., moves to appear as counsel for Petitioner pending his approval of his application for admission to the Bar of this Court. [ECF No. 6 at 1]. Pursuant to this Court's Local Rules, "[t]he Bar of this Court shall consist of those persons heretofore admitted and those who may hereafter be admitted in accordance with the Rules Governing the Admission, Practice, Peer Review, and Discipline of Attorneys." S.D. Fla. L. R. 11.1(a). Rule 4 of the Rules Governing the Admission, Practice, Peer Review, and Discipline of Attorneys provides that "[o]nly members of this Court's bar may appear as attorneys before the Court, except when the Court permits an appearance pro hac vice. Attorneys residing within this District and practicing before this Court are expected to be members of the bar of this Court." S.D. Fla. Att'y R. 4. Rene Buroz Morales, Esq., is not admitted to this Court's bar, has not sought to appear pro hac vice, and does not otherwise cite to any authority warranting his provisional appearance. Furthermore, he has failed to comply with Local Rule 7.1(a)(2) by not accompanying the motion with a proposed order. See S.D. Fla. L. R. 7.1(a)(2) ("[A]ny motion seeking emergency or ex parte relief... shall be accompanied by a proposed order that is filed and served submitted via e-mail to the Court as prescribed by Section 3I(6) of the CM/ECF Administrative Procedures."). For the foregoing reasons, the Motion for Leave to Appear Pending Admission is DENIED without prejudice. Because Rene Buroz Morales, Esq., has not established that he is permitted to file on behalf of Petitioner in this Court pursuant to our Local Rules, [ECF No. 7] and [ECF No. 8] are STRICKEN as improperly filed.
