ORDER: Today at 2:27 PM, Esther Sambui Gitau filed a petition for writ of habeas corpus (doc. 1 ) and emergency motion for temporary restraining order and/or preliminary injunction (doc. 2 ). Having reviewed Gitau's petition and motion, the court DENIES the motion to the extent that Gitau seeks a temporary restraining order under Federal Rule of Civil Procedure 65(b). That said, the court ORDERS Respondents to answer Gitau's petition before 2:30 PM on Friday, August 7, 2026. See 28 U.S.C. § 2243. The court further ORDERS that Respondents not transfer Gitau pending the court's resolution of the merits of her petition. While the court recognizes that Gitau's transfer would not cause the court to lose jurisdiction over this matter, the court finds it appropriate for Gitau to remain within this district while her petition is pending.
