ORDER: Petitioner's motion for an order temporarily restricting his transfer out of this District therefore is denied. Cf. Granny Goose Foods, Inc. v. Bhd. of Teamsters & Auto Truck Drivers Loc. No. 70 of Alameda Cnty., 415 U.S. 423, 439 (1974) ("[O]ur entire jurisprudence runs counter to the notion of court action taken before reasonable notice and an opportunity to be heard has been granted both sides of a dispute."). No later than August 17, 2026, Respondents must respond to the Petition or indicate that they do not intend to oppose. By August 24, 2026, Petitioner may submit a reply in support of the Petition.
