TEXT ORDER: The Court having reviewed the petition in this matter (ECF No. 1 ) and having determined that dismissal prior to an answer is not warranted, the Government shall file a full and complete answer to the petition within three days. In filing their answer, the Government shall specifically address the statute governing Petitioner's detention, whether Petitioner has a final removal order, and any criminal history Petitioner may have. Petitioner may file a reply within two days of the filing of the answer. The Government shall not transfer Petitioner out of the Elizabeth Contract Detention Center until this matter concludes. The Government shall further inform the Court of any transfer of Petitioner out of the Elizabeth Contract Detention Center within twenty-four hours of its occurrence, including those which predate the Court's injunction on transfers. Finally, the United States Attorney's Office shall immediately file a letter on the Court's public docket if an Order of the Court is violated in connection with this case.
