ORDER TO SHOW CAUSE - The Court, having considered the above action and the matters which are pending, makes the following rulings. The respondents are notified of the filing of the petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. This material has been scanned into the Court's electronic docket. A copy of this Order to Show Cause, the petition, memorandum in support, and exhibits shall be distributed electronically to the United States Attorney. The clerk is directed to issue process by mail to the Clay County Respondent. Process will consist of the petition, memorandum in support, exhibits (dkt. 1, dkt. 2, and dkt. [2-1]), and this Order. The motion for temporary restraining order, dkt. 3, is denied as moot to the extent it seeks relief from transfer outside the United States, consistent with the paragraph above. It is further denied to the extent it requests the Court to order a bond hearing or release without first providing Respondents the opportunity to respond to the petition. The clerk is directed to include a blank financial affidavit with this order. If the petitioner wants the Court to consider appointing counsel, the petitioner must complete and return the affidavit no later than August 5, 2026. The affidavit should be filed ex parte. If counsel is appointed or appears on behalf of Petitioner, counsel may seek leave to amend the petition or briefing deadlines if needed. Signed by Judge James Patrick Hanlon on 07/30/2026.
