TEXT ORDER - The Court has received the Petition for a Writ of Habeas Corpus pursuant to 28 U.S.C. § 2241. (ECF No. 1.) The docket reflects that Petitioner neither paid the required filing fee nor submitted an application to proceed in forma pauperis. In addition, Respondents have filed a Status Report representing that Petitioner was transferred from the District of New Jersey on July 3, 2026, prior to the filing of the Petition. (ECF No. 4.) Accordingly, IT IS ORDERED that, within seven (7) days, Respondents shall supplement their Status Report with documentation establishing Petitioner's current place of detention, the date and time of Petitioner's transfer from New Jersey, and any records demonstrating that the transfer occurred before the filing of the Petition. It is FURTHER ORDERED that, within thirty (30) days, Petitioner shall either remit the $5.00 filing fee or submit a complete application to proceed in forma pauperis on the form supplied by the Clerk. Failure to timely cure the filing deficiency may result in administrative termination of this action without prejudice. TEXT ORDER -The Court has reviewed Respondents' Supplemental Status Report regarding Petitioner's location of detention. (ECF No. 6.) Respondents represent that Petitioner was transferred from the District of New Jersey on July 3, 2026, prior to the filing of the Petition on July 9, 2026, and that Petitioner is presently detained at the Imperial Regional Adult Detention Facility in California. (Id.) The Court's July 9, 2026 Order enjoining Respondents from transferring Petitioner from New Jersey pending further Order of the Court (ECF No. 2) is hereby VACATED. Because Petitioner is no longer detained within this District, and because a petition brought pursuant to 28 U.S.C. § 2241 is ordinarily filed in the district of confinement against the petitioner's immediate custodian, the Court concludes that transfer to the United States District Court for the Southern District of California is appropriate. See 28 U.S.C. § 1404(a). Accordingly, in the interest of justice and judicial economy, this matter is hereby TRANSFERRED to the United States District Court for the Southern District of California.
