TEXT ORDER: Petitioner Mohammad Ghrayeb is a citizen of Palestine who alleges his warrantless arrest by Immigration and Customs Enforcement ("ICE") violates 8 U.S.C. § 1357(a)(2) and the Fourth Amendment.
