MINUTE ORDER issued by Courtroom Deputy for Magistrate Judge Allison Claire on 08/11/2026. Petitioner, an immigration detainee proceeding through counsel, filed a 1 petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. Petitioner's counsel has submitted an application for pro hac vice 2 . However, the certificate of good standing submitted with the application is expired. Counsel must submit a valid certificate of good standing within 7 days or the application will be denied. Respondents are directed to file a response within 7 days from the date of this order, which shall substantively address whether there are any factual or legal issues that materially distinguish it from the court's prior orders in Rivas Garcia v. Current or Acting Field Director, No. 1:26-cv-03245-DAD-SCR, 2026 WL 1265937 (E.D. Cal. May 7, 2026), report and recommendation adopted sub nom. Garcia v. Current or Acting Field Director, 2026 WL 1377261 (E.D. Cal. May 15, 2026), Guillermo R.R. v. Warden of the California City Correctional Center, No. 1:26-cv-01991-TLN-CKD, 2026 WL 1113795 (E.D. Cal. Apr. 24, 2026), and other similar cases previously decided by this court, or otherwise indicate that the matter is not substantively distinguishable. The court will construe failure to distinguish the above cited cases as a concession that the cases are not substantively distinguishable. The response shall include petitioner's Form I-213 for each immigration encounter, any orders of release or detention, any custody warrants, notices, or decisions, and if respondents dispute any factual representations in the operative petition, any and all documents necessary to support their view of the facts. Petitioner's reply, if any, is due within 7 days of being served a copy of the respondents' response. Respondents shall NOT TRANSFER petitioner outside of this judicial district, pending further order of the court. See 28 U.S.C. § 1651(a) (establishing the All Writs Act which empowers the federal courts to "issue all writs necessary or appropriate in aid of their respective jurisdictions...."); see also F.T.C. v.
