MINUTE ORDER (Text Entry Only) The Court has reviewed the Petition filed under 28 U.S.C. § 2241 (Doc. 1) and the related request for emergency injunctive relief (Doc. 2). Petitioner (A File #: 226-013-845) asserts that he has been detained since May 27, 2026 (Doc. 2 at 2). This is his second petition, having filed his first petition in the District of Wyoming. He does not explain the status of this prior petition or why he believes a second petition in this Court is required. Moreover, his petition asserts that the Immigration Judge erred in denying him bond based upon risk of flight on June 23, 2026. Id. He does not demonstrate that this Court has jurisdiction to review the bond decision, and the Court finds that it does not. Rather, his relief, if any, must be sought in an appeal from the bond decision. Thus, because the Court finds he is not likely to succeed on the merits, the motion for temporary restraining order (Doc. 2) is DENIED.In addition, within 21 days, Petitioner is ordered to show cause why his petition should not be dismissed for lack of jurisdiction. Within that same time, Respondents may file a brief on the issue of jurisdiction. The Clerk of the Court is to notify the United States Attorney's Office for the Eastern District of California of this filing, by providing a Notice of Electronic Filing to usacae.ecf2241-imm@usdoj.gov. Counsel for respondents shall promptly enter notices of appearance signed by District Judge Jennifer L. Thurston on July 22, 2026. (Deputy Clerk IM) (Entered: 07/22/2026)
