ORDER - This matter is before the Court on a Petition for Writ of Habeas Corpus filed by pro se Petitioner Tania Elizabeth Congo-Delgado. (Dkt. 1 ). The Court, having considered the above action and the matters which are pending, makes the following rulings: The respondents are notified of the filing of the petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. The clerk is directed to issue process by mail to the Clark County Respondent. Process will consist of the petition (dkt. 1 ) and this Order. The clerk is directed to include a blank financial affidavit with this order. If Ms. Congo-Delgado wants the Court to consider appointing counsel, she must complete and return the affidavit no later than August 21, 2026. The affidavit should be filed ex parte. SEE ORDER.
