TEXT ORDER: Petitioner Gawrishsingh Manesing is a native of Mauritius who alleges that he was unlawfully arrested and detained without an individualized custody determination on July 14, 2026. (ECF No. 6, Amended Petition at 11-17.) Respondents shall electronically file a full and complete answer to the Petition, which responds to all factual and legal allegations of the Petition, and identifies the statutory basis for Petitioner's detention, within 24 hours, and Petitioner may file a reply within 24 hours of the filing of the answer. The Text Order at ECF No. 3, which temporarily enjoins Respondents from transferring Petitioner from this District, shall REMAIN IN EFFECT while this matter is pending.
