ORDER ON MOTION FOR TEMPORARY RESTRAINING ORDER; AND SETTING EXPEDITED BRIEFING SCHEDULE. The Court provisionally GRANTS the TRO motion (Dkt. 4 ) IN PART for the purpose of preserving the status quo, and ORDERS: Respondents ARE PROHIBITED from remov ing petitioner from the United States or transferring him from the Northwest ICE Processing Center to any other detention facility during the pendency of these proceedings, without further order of this Court, unless such transfer is necessary for me dical evaluation or treatment. The government is directed to file any response to the emergency motion for TRO on or before 12:00 noon on Friday, July 17, 2026. Petitioner may file an optional reply to the government's response on or before 3:00 pm on Friday, July 17, 2026, or if petitioner decides not to file a reply, petitioner must notify the Court by filing a notice on the docket as soon as possible, after the respondents file their response but before 3:00 pm, and the Court will d ecide the TRO motion based on the motion and response. Respondents shall file a return to the habeas petition (Dkt. 1) on or before July 23, 2026. Any traverse by petitioner shall be filed no later than July 28, 2026. ORDER re Petitioner's 4 Motion for Temporary Restraining Order. The Court orders respondents must release petitioner from custody at the earliest possible time on Friday, July 17, 2026, and no later than 5:00 pm (unless petitioner requests ad ditional time to make arrangements for his medical needs) taking care to protect his health and life, under the circumstances of his serious medical condition while arrangements are made for his safe release and continuing medical care. The Governmen t shall release petitioner from immigration custody on appropriate conditions of supervision. On or before Monday, July 20, 2026, the Government shall file with the Court a status report giving the Court information about the petitioner's releas e and conditions of release. The temporary restraining order shall remain in effect until July 28, 2026, the petitioner's deadline for the reply or traverse. At that time, the temporary restraining order will be converted to a preliminary injunction that will remain in place until the Court decides the habeas corpus petition.
