Based on the representations made in the 7 Application to Proceed in forma pauperis, the Court finds that Petitioner has shown he is unable to pay the fee to commence this case. Accordingly, IT IS HEREBY ORDERED that the 7 Application for Leave to Proceed in forma pauperis is GRANTED.Also pending before the Court is Petitioner Mauricio Antonio Asencio Barrera's 9 Motion to Seal.
