ORDER - On July 10, 2026, petitioner filed a petition for a writ of habeas corpus (Doc. 1 ) alongside an emergency motion seeking a temporary restraining order preventing respondents from removing him from the United States (Doc. 2 ). D. Ariz. General Order 26-09 established uniform procedures to address the influx of immigration habeas petitions this District has been experiencing. The General Order provides "[m]otions for temporary restraining orders should be reserved for cases where the petitioner alleges imminent, irreparable harm that cannot be addressed by the standard scheduling order or by expediting the standard schedule, such as imminent removal from the United States." (Doc. 4 -1 at 3.) General Order 26-09 also requires the government provide at least two business days' notice to the Court of its intent to remove the petitioner from the United States and prevents removal during that two-day notice period. (Doc. 4 -1 at 4.) Petitioner's emergency motion does not provide facts supporting imminent irreparable harm that the General Order's two-day notice period does not adequately address. Accordingly, the Emergency Motion for Temporary Restraining Order and to Stay Removal (Doc. 2 ) is DENIED. Ordered by Judge Krissa M Lanham on 7/15/2026. This is a TEXT ENTRY ONLY.
