ORDER TO SHOW CAUSE: Petitioner shall serve the Respondents with the Second Amended Petition [ECF 8 ] and this Order to Show Cause by September 3, 2026 by email and overnight mail pursuant to the service requirements of Fed. R. Civ. P. 4(i). Within 48 hours of serving Respondents, Petitioner shall file proof of service, and counsel for Respondents shall promptly enter a notice of appearance. On or before September 17, 2026, the Respondents shall show cause why the Second Amended Petition should not be granted. The Parties shall include in their briefing the issue of whether Petitioner was taken into immigration custody upon an arrest warrant. If he was, then Respondents shall provide that administrative arrest warrant as an attachment. If he was not, then Respondents shall address how that affects the lawfulness of Petitioner's detention. The Parties also shall address the outcome of the Individual Calendar Hearing that was scheduled for August 26, 2026. ECF 8 10. By the same deadline of September 17, 2026, the Parties shall complete and file the Magistrate Judge Consent Form [ECF 10 ].
