ORDER TO SHOW CAUSE: Because Petitioner is proceeding pro se, the Clerk of Court shall provide Respondent with a copy of the Petition and its exhibits [ECF 4 ] and this Order to Show Cause. On or before September 15, 2026, the Respondent shall show cause why the Petition should not be granted. Included in that Response, Respondent shall identify the statutory authority for Petitioner's detention and address how that basis for detention affects the relief that Petitioner seeks. Respondent shall address whether 8 U.S.C. § 1226 and Quiroz v. Mullin, 180 F.4th 1226 (10th Cir. 2026) governs his detention. Lastly, Respondent shall address whether Petitioner was taken into immigration custody pursuant to an administrative arrest warrant. If immigration authorities did arrest Petitioner pursuant to an administrative warrant, then Respondent shall submit it as an attachment. If immigration authorities did not arrest Petitioner pursuant to an administrative warrant, then Respondent shall address how that affects the basis of Petitioner's detention. By the same deadline of September 15, 2026, the Parties shall complete and file the Magistrate Judge Consent Form [ECF 8 ].
