Judge Richard G. Stearns: ELECTRONIC ORDER entered re 8 Response to Petition for Writ of Habeas Corpus - 2241 filed by Markwayne Mullen, David Wesling, Todd W. Blanche, Patricia Hyde. Petitioner Anyeli Marilu Navarro Perez is a Guatemalan citizen residing in Massachusetts. She entered the United States near Lukeville, Arizona on or about November 1, 2023. On November 2, 2023, the Department of Homeland Security issued an Order of Release on Recognizance, releasing Petitioner on her own recognizance subject to reporting requirements. She has "a well-documented record of compliance with Immigration Authorites." Pet. at 18. She is currently detained by United States Immigration and Customs Enforcement (ICE) at the Burlington, Massachusetts Center.The court agrees with Petitioner that she is entitled to a bond hearing. The government must arrange a bond hearing for Anyeli Marilu Navarro Perez before an Immigration Judge (consistent with the standards outlined in Hernandez-Lara v. Lyons, 10 F.4th 19 (1st Cir. 2021)), as soon as practicable, but in no case later than Wednesday, July 1, 2026. (MZ) (Entered: 06/26/2026)
