Respondents are ORDERED TO SHOW CAUSE on or before June 22, 2026, as to why the Court should not grant a writ of habeas corpus by filing a return as provided in 28 U.S.C. § 2243. In such a return, Respondents should identify any factual or legal issues in this case that render it distinguishable from the Court's prior orders listed above and justify denying the petition, or indicate this matter is not substantively distinguishable. FINDINGS and RECOMMENDATIONS signed by Magistrate Judge Carolyn K. Delaney on 07/21/26 RECOMMENDING that the 1 Petition for Writ of Habeas Corpus be granted. Respondent be ordered to provide Petitioner with a constitutionally adequate bond heari ng before an Immigration Judge at which the government shall bear the burden of justifying Petitioner's continued detention by clear and convincing evidence, within 14 days of any order resolving the § 2241 petition. Respondent be further d irected to file a notice certifying compliance with the above provision within 7 days from the date of the bond hearing. If Petitioner is granted release on bond, Respondent shall return all of Petitioner's documents and possessions at the time of release.
