REPORT AND RECOMMENDATION. The undersigned recommends that the Petition for a Writ of Habeas Corpus Under 28 U.S.C. § 2241, (Doc. 1), be GRANTED in PART. The undersigned recommends that the Court order Respondents to provide Petitioner an indiv idualized bond hearing within seven days or else to release him. The undersigned further recommends that the Court order Respondents to certify compliance by filing a status report within three business days of the Courts order.
