REPORT AND RECOMMENDATION. The undersigned recommends that the Petition for a Writ of Habeas Corpus Under 28 U.S.C. § 2241 (Doc. 1) be GRANTED to the extent it requests habeas relief under 28 U.S.C. § 2241. The undersigned recommends that the Court order Respondents to provide Petitioner an individualized bond hearing. The undersigned further recommends that the Court order Respondents to certify compliance by filing a status report within three business days of the Courts order.
