ELECTRONIC ORDER granting 9 Motion for Leave to Proceed Without Local Counsel. In granting the motion, the Court considers additional admonishment necessary. One of the purposes of the rule requiring local counsel is to ensure that counsel who are not located in this district and presumably do not principally practice in this Court comply with local practice, including the Court's local rules. Here, although the motion notes that "Counsel... is fully capable of prosecuting this case without the assistance of local counsel" and "is able to fully comply with all Court orders, deadlines, and procedural requirements," the motion lacks a certificate of conference required by N.D. Tex. L. Civ. R. 7.1(b). Although the Court does not deny the motion on that basis, it notes that counsel's lack of familiarity with the court's rules will not be accepted as a reason to excuse noncompliance.
