MINUTE ORDER issued by Courtroom Deputy for Magistrate Judge Allison Claire on 06/15/2026. Petitioner, a self-represented immigration detainee, filed a writ of habeas corpus pursuant to 28 U.S.C. § 2241. Shortly after petitioner was ordered 5 to file an amended petition, the court received another petition from petitioner that was opened as a new case, Solorzano Peres, No. 1:26-cv-4204 TLN AC (E.D. Cal.), and counsel was appointed in that case. On the agreement of the parties, the motion to dismiss case 1:26-cv-4204 TLN AC as duplicative was granted. In the interest of justice and in light of the complexity of the legal issues involved, the court will re-appoint counsel from case 1:26-cv-4204 TLN AC in the instant matter. There court therefore appoints Jan David Karowsky, 2701 Del Paso Road, Ste. 130-276, Sacramento, CA 95835, 916-402-8223, karowskylaw@sbcglobal.net, who is hereby authorized to serve as CJA counsel for petitioner for the duration of the proceedings in this court on an ad hoc basis pursuant to Local Rule 180(b)(1) and as permitted in General Order 582, Section X(C). Within 14 days, petitioner's counsel shall file an amended or supplemental petition. Respondent shall NOT TRANSFER petitioner outside of this judicial district, pending further order of the court. See 28 U.S.C. § 1651(a) (establishing the All Writs Act which empowers the federal courts to "issue all writs necessary or appropriate in aid of their respective jurisdictions...."); see also F.T.C. v. Petitioner, a immigration detainee proceeding through counsel, filed an amended petition 9 for a writ of habeas corpus pursuant to 28 U.S.C. § 2241. Respondents are directed to respond to the petition within 14 days from the date of this order. Respondents shall substantively address whether there are any factual or legal issues that materially distinguish this case from Morales-Flores v. Lyons, No. 1:25-CV-01640-TLN-EFB, 2025 WL 3552841, at *3 (E.D. Cal. Dec. 11, 2025), Brayan C.C. v. Warden of California City Corr. Ctr., No. 2:26-cv-0641 TLN JDP, 2026 WL 710358 (E.D. Cal. Mar. 13, 2026), and other similar cases previously decided by this court. Any response must include petitioner's Form I-213 for each immigration encounter, any orders of release or detention, any custody warrants or notices, and, if respondents dispute any factual representations in the operative petition, any and all documents necessary to support their view of the facts. Petitioner's reply, if any, is due within 7 days after being served a copy of respondent's response.
