ORDER SETTING BRIEFING SCHEDULE FOR RESPONSE TO PETITIONER ALVARO MENDEZ HIPOLITO'S EMERGENCY MOTION FOR TEMPORARY RESTRAINING ORDER 2 by Judge Fernando L.
