The first amended petition, now filed through counsel, clarifies the claims first articulated in the petition which was originally filed pro se. The Clerk of the Court is directed to reopen the case and update the docket with the first amended petition (Dkt. Nos. 21 -1, 21 -2, 21 -3, 21 -5). As the First Amended Petition articulates the claims and arguments made in Petitioner's pending motions for reconsideration of the Court's 5/21/26 Order, the Court intends to rule directly on the petition. The motion for reconsideration is, therefore, resolved as moot. On or before 7/1/26, Respondents are ordered to show cause, in writing, why the relief requested in the First Amended Petition should not be granted. Petitioner may file a reply by 7/6/26. Respondents are PROHIBITED from transferring Petitioner while the Court's ruling on the First Amended Petition remains pending.
