ORDER - On June 2, 2026, the court ordered petitioner's counsel to "immediately serve the Petition and a copy of this Order on Respondents" and required the Clerk of Court to issue properly-completed summonses. (Doc. 4 .) The Clerk of Court issued the summonses petitioner's counsel had submitted that same day. (Doc. 5 .) But petitioner's counsel has not filed proof of service, and in any event the summonses he submitted would not establish proper service under Fed. R. Civ. P. 4(i)(1). See Fed. R. Civ. P. 4(i)(1) (to serve an officer or employee of the United States, a party must "deliver a copy of the summons... to the United States attorney for the district where the action is brought" or "send a copy of [the summons and petition] by registered or certified mail to the civil-process clerk at the United States attorney's office"). Petitioner must file proof of proper service no later than July 31, 2026. The Clerk of Court shall enter a judgment of dismissal without prejudice if no proof of service is filed by that date.
