ORDER TO SHOW CAUSE. In Petitioner's Motion for OSC and Reconsideration 40, Petitioner argues that "there is now clear evidence that Respondents are unlikely to remove Mr. Romeu-Perez in the reasonably foreseeable future" under Zadvydas v.
