TEXT ORDER. Before the Court is Petitioner's 3 Petition for Writ of Habeas Corpus and Respondents' 6 Response to Petition. Having considered the parties' filings, the Court concludes that further briefing is necessary. As such, on or before July 29, 2026, Respondents shall file a supplemental response addressing the circumstances surrounding the conversion of the voluntary departure order to the final removal order, including (1) whether Petitioner was in custody during this period of voluntary departure; and (2) if Petitioner was in custody, why his failure to depart within the departure period remained "voluntary" in custody.
