ORDER GRANTING IN PART MOTION FOR A TEMPORARY RESTRAINING ORDER by Judge Stanley Blumenfeld, Jr.: Petitioner moves for a temporary restraining order (TRO) granting his immediate release from immigration detention 2 . The motion is granted in part. Petitioner fails to demonstrate a likelihood of success or raise a serious question on the merits of his claims. Given the government's nonopposition to providing a more limited procedural remedy, however, the Court orders as follows: Respondents shall provide Petitioner with an individualized bond hearing before an immigration judge within seven days to determine whether he presents a flight risk or danger to the community. The motion is otherwise denied. Respondents shall serve this order on Petitioner. The Court will treat Respondents' opposition to the TRO application as a response to the merits of the petition. If Petitioner wishes to file a reply to the petition, he shall do so by no later than April 13. In any reply, he should address why the petition should not be dismissed as moot.
