MINUTES (IN CHAMBERS) ORDER DENYING IN PART AS MOOT AND CONDITIONALLY GRANTING IN PART PETITIONER'S MOTION FOR EXPEDITED RULING 12 by Magistrate Judge Steve Kim. Petitioners motion is DENIED IN PART as moot to the extent that it applies to his emergency application for temporary restraining order and preliminary injunction, which the district court has already granted in part only.
