It is hereby ORDERED that: (1) Ngalamulume IS NOT to be removed or transferred from this district for any reason without this Court's permission; (2) on or before March 31, 2026, the respondent shall file either a notice indicating that the factual and legal issues presented in this petition do not differ in any material fashion from those presented in Ceba Cinta v. Noem, el al., No. 1:25cv1818, 2025 WL 4053171 (E.D. Va. Oct. 29, 2025) or Hairo v. Crawford, No. 2:25cv704, 2026 WL 286176 (E.D. Va. Feb. 3, 2026); or an opposition to the petition discussing the material differences between these cases and this petition; (3) if the respondent files a notice that there are no material differences between this petition and Ceba Cinta or Hairo, each of the substantive filings in that habeas proceeding will be incorporated into this habeas proceeding, and this Court will issue a ruling without further filings from the parties; and (4) if the respondent files an opposition to the petition, Ngalamulume shall file any reply in further support of the petition on or before April 10, 2026.
