ORDER: Petitioner Benancio Mejia Ayala has filed a counseled petition for writ of habeas corpus under 28 U.S.C. § 2241. (Doc. 1 ). Along with his petition, Ayala has moved for the court to grant him a temporary restraining order and preliminary injunction. (Doc. 2 ). The court DENIES Ayala's motion for temporary restraining order. The court ORDERS the Government to respond to Ayala's petition (doc. 1 ) and motion for preliminary injunction (doc. 2 ) on or before 12:00 PM Central on February 12, 2026. In addition to responding to Ayala's alleged facts and arguments, the court ORDERS the Government to explain Ayala's whereabouts when this case was filed on February 9, 2026, and at the time the Government files its response to this order. The court DIRECTS the Clerk of Court to serve a copy of this order on the United States Attorney for the Northern District of Alabama. The court further DIRECTS Ayala's counsel to use reasonable efforts to notify each Respondent of this order and the associated deadlines. Finally, the court NOTIFIES attorneys David Rozan and Logan Duplessis that they are not considered counsel of record for Ayala because they have not entered a notice of appearance or moved for pro hac vice admission.
